Getting Around
There are three core tourist neighorhoods in Cartagena. The Old City is surrounded by the original Spanish fort wall. Outside the wall is Getsemini, a 5 minute walk away. 5 minutes plus 3 dollars in a taxi or 15 minutes walking gets you to the beaches of Bocagrande. Beyond that you are in Castillo Grande, a more residential neighborhood full Miami-esqe condos.
Taxis
Taxis in Cartagena are reliable and safe, but don't put yourself in a situation to be taken advantage of. Know where you are going and how much it costs. Negotiate a price before you get into a taxi, always (Cuanto vale a la cuidad amurallada?). The minimum standard flat fare is COP 5000 (cinco mil) during the day, COP 6000 (seis mil) at night. Meters are not used. Unless you are going to cross 2+ neighborhoods (you won't), it will never cost more than the minimum.
Taxis are permitted inside certain parts of the "Old City" (La Cuidad Amurallada), but other vehicles are typically not. Some taxis may ask you get out at the wall and walk the rest of the way depending on how far your destination is inside the "Old City". This happens less often during the day, more often if a special event or extra security is in place.
Horse Carriages
A 45-minute ride around the Old City by horse carriage shouldn't cost more than COP 30,000 (~$17). Be sure to negotiate before hand and never take the first offer.
Rental Cars
The areas of Cartagena you will want to visit do not require a vehicle. Due to lack of need/demand, the prices are higher than you would expect. Parking is also a huge issue, especially in the Old City. We don't recommend anyone rent a car for their stay.
